Role Overview

The HR Compliance Officer ensures the organization’s payroll processes, and employee records strictly comply with labor laws, statutory requirements, and government agency regulations. The role focuses on accurate payroll execution, mandated contributions, and timely reporting to relevant government bodies.

Key Responsibilities

  1. Payroll Compliance Management
  • Oversee end-to-end payroll processing ensuring accuracy and timeliness
  • Ensure compliance with statutory wage laws, tax regulations, and compensation policies
  • Validate payroll inputs (attendance, overtime, leaves, deductions)

Ensure proper computation of

  • Withholding taxes (BIR)
  • Overtime, holiday pay, and night differentials
  • Monitor compliance with minimum wage, benefits, and labor standards
  1. Government Agency Compliance

Ensure accurate and timely remittance and reporting to

  • BIR (Bureau of Internal Revenue) – taxes and Alphalist filings
  • SSS (Social Security System) – contributions and loan payments
  • PhilHealth – monthly contributions
  • Pag-IBIG Fund (HDMF) – savings and loan remittances
  • Prepare and submit all required statutory reports (monthly, quarterly, and annual)
  • Stay updated on changes in government regulations affecting payroll and benefits
  1. Compliance Monitoring & Audit
  • Conduct periodic payroll audits to ensure legal and policy compliance
  • Identify discrepancies and recommend corrective actions
  • Ensure proper documentation and audit readiness for government inspections
  • Maintain accurate employee records and payroll-related files
  1. Policy Implementation & Risk Management
  • Develop and enforce payroll-related policies aligned with labor laws
  • Mitigate risks related to non-compliance, penalties, and employee disputes
  • Support internal and external audits involving payroll and compliance
  1. Employee Support & Issue Resolution
  • Address employee concerns related to payroll, deductions, and government benefits
  • Provide guidance on statutory benefits and compliance-related inquiries
  • Assist in dispute resolution related to compensation and contributions
  • Skills & Qualifications

Strong knowledge of

  • Philippine labor laws and DOLE regulations
  • Taxation and statutory contributions (BIR, SSS, PhilHealth, Pag-IBIG)
  • Experience in payroll systems such as Sprout is preferred
  • High attention to detail and accuracy
  • Analytical and problem-solving skills
  • Strong integrity and confidentiality handling
