The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi, and Mae Hong Son provinces.

Established in 1975 to assist refugees from Vietnam, Loas and Cambodia, the IRC Thailand is one of the longest-running country programs. Operating from Mae Sot with a small representational office in Bangkok, the IRC is currently supporting the transition of residents of the Thai Myanmar refugee camps to a life of self-reliance within Thailand. IRC also provides emergency assistance to people fleeing violence and unrest in Myanmar and supports the Royal Thai Government and local civil society to strengthen climate resilience in Thailand’s southern states.

The IRC Protection and Empowerment Program work to protect and promote the rights of crisis-affected and displaced populations along the Thailand – Myanmar border by ensuring people are safe in their homes and communities, receiving timely and appropriate support after experiencing harm, and are empowered to make free and informed decisions about their lives and futures. The program supports displaced populations to build self-reliance and future planning capacity, including through employability and life-skill development. It adopts a multi-sectoral approach, coordinating legal, medical, and psychosocial services to provide comprehensive and integrated protection assistance. Gender equality, diversity, and inclusion are mainstreamed across all activities, and the program is committed to strengthening the use of data for evidence-based decision-making and advocacy to improve protection system and outcomes for displaced population in Thailand.

Job Overview/Summary

Under the direct supervision of Senior Protection Manager (Case Management), the Senior Casework Officer is responsible for leading the implementation of individual support including integrated case management services, legal assistance, Emergency Protection Assistance (EPA), Protection Case Management (PCM), Crisis Case Management (CCM), and GBV case management, ensuring a survivor-centered approach and adherence to international protection standards and ethical guidelines (e.g., confidentiality, informed consent, and do no harm principles). The role provides direct support to individuals through case management process, provide level 3 mental health and psychosocial support (MHPSS), including PFA and referrals, to address complex protection needs. The Senior Casework Officer also offers technical guidance and case supervision to partner organizations implementing individualise services and case management both in and outside refugee camps along the Thailand–Myanmar border. The role is based in Mae Sot, Tak Province, and reports to the Senior Case Management Manager.

Major Responsibilities

Program Implementation

• Provide case management services in line with Protection Case Management guidelines, relevant GBV SOPs, and the Child Protection Referral System (CPRS), ensuring a survivor-centered approach and alignment with interagency GBV case management guidelines and Global Protection case management guidelines for diverse populations, including GBV survivors and individuals with protection concerns such as persons with disabilities (PWD), older persons, and other at-risk groups.
• Collaborate with GBV case management, child protection networks, and other service providers both within and outside the refugee camps to ensure functional referral system and services accessibility and availability.
• Support regular assessments and follow-ups based on clients’ needs, including providing basic emotional support, developing, monitoring case action plans with clients, providing cash assistance, and assisting clients in accessing available multisectoral services through safe, ethical, and informed consent-based referrals, including for child protection, health, legal, and other specialized services to ensure holistic, needs-based individual case assistance.
• Lead the provision of age-appropriate psychosocial support in multisectoral information centers, including emotional support groups and awareness/information sessions, while providing technical support to partners to ensure quality service delivery and inclusion of individuals with specific needs, including PWD and other vulnerable groups.
• Serve as IRC’s primary focal point for receiving case referrals from partner agencies. Develop an action plan and appropriate response for each case in consultation with the client, and coordinate referrals to relevant agencies

based on the client’s specific needs, ensuring informed consent, confidentiality, and a survivor-centered and inclusive approach across GBV and protection cases.

• Assess gaps in the referral pathway through direct follow-ups with service providers and recommend improvements to strengthen service delivery for both GBV and protection case management systems.
• Facilitate regular case management supervision, including case review meetings with staff and partners to ensure cases are progressing appropriately, identify challenges, and maintain quality and survivor-centered standards.
• Support Senior Protection Manager (Case Management) to provide capacity-building initiatives on case management and data management (GBVIMS, PCM information management) for IRC staff, partner organizations, and members of coordination working groups, ensuring effective knowledge transfer and

adherence to best practices through structured capacity needs assessments, learning plans, and ongoing mentoring frameworks to strengthen technical competencies and staff performance.

Data Management and Reporting

• Manage, file and store data, ensuring the confidentiality of the information collected and the services provided in accordance with data protection protocols, GBVIMS+ and PCM data management standards.
• Act as the focal point for the program’s case management data, ensuring accurate collection, recording, and maintenance in the PCM Comcare platform and GBVIMS. Provide analytical support to the Senior Case Management Manager by reviewing cases, identifying trends, and preparing comprehensive reports to inform program decisions and strengthen evidence-based programming.
• Prepare and submit report to the Senior Protection Manager (Case Management) in developing program reports, donor report, and ad-hoc as necessary ensuring compliance with donor and organizational reporting requirements.
• Work with Senior Protection Manager (Case Management) to monitor spending related to case management activities to ensure expenditure is on track.

Coordination and Representation

• Maintain relationships with relevant stakeholders such as local organizations, camp-based organizations
• Liaise with relevant stakeholders to address gaps in case management services and referral protocols. Collaborate closely with Health and Protection sectors, as well as Thai hospitals, when GBV cases involve child survivors or

require access to justice.

• Represent the organization in relevant coordination forums and inter-agency meetings, advocating for quality, survivor-centered services and strengthened referral pathways to ensure timely and appropriate support.

Internal: DDP, Protection and Empowerment Coordinator, Senior Protection Managers, M&E team, Health team, and Operation team.

External: Local partner organizations, local Thai authorities, camp-based organizations and community leaders (if necessary).

Job Requirements

• A university degree in Social Work, Psychology, Law.
• Minimum of 3–5 years of experience in protection case management, GBV programming.
• Strong communication skills in written, verbal and presentation in English and Karen/Burmese, knowledge of Thai language an asset.
• Proven experience providing psychosocial support, counseling, and survivor-centered services.
• Experience working with partner organizations, providing technical guidance and capacity-building.
• Demonstrated analytical, systematic thinking, and problem-solving skills.
• Proven experience in coordinate with local government and other services provide, experience working along Thai-Myanmar border is preference.
• Solution-orientated committed, and good communication skills to work smoothly with colleagues from various cultures and backgrounds.
• Strong understanding of accountability and proven ability to build Client Feedback Systems.
• Willingness to travel to field areas.
• Highly organized, flexible, adaptable to changing priorities, and able to work well under deadlines with minimum supervision.
• Proficient in Microsoft Word, Excel, and PowerPoint, as well as online communication platforms such as Zoom and Microsoft Teams; skilled in using Canva to create clear and professional visual materials, and familiar with AI

tools to support case documentation, data analysis, reporting, and program presentations.

• Interpersonal Qualities: works in a teamwork with minimum supervision, comfortable in a multi-cultural environment, flexible and able to handle pressure well.

Working Environment: This position is based in the IRC Mae Sot office, with extensive travel to other work areas in Tak, Mae Hong Son, Ratchaburi and Kanchanaburi as required.
