he HR Manager will lead the full development of the company’s HR infrastructure, ensuring that systems, policies, structures, and processes are professionally established and aligned with organizational goals. This role requires a highly skilled HR professional with 5–8 years of experience, capable of balancing strategic planning with hands-on execution. The HR Manager will also oversee recruitment for both current operations (20 employees) and the expansion project (up to 10 employees), while developing strong internal controls, workflows, and performance frameworks.
Strategic HR & Organizational Development
Develop, implement, and continuously improve HR strategies, policies, procedures, and internal regulations.
Design organizational structures, reporting lines, job grading, and workflow mapping.
Lead organizational development initiatives to enhance efficiency and support company expansion.
Build and maintain an effective work culture aligned with company values and strategic vision.
Recruitment & Talent Acquisition
Lead full recruitment cycle for all roles, ensuring high-quality hires that fit organizational needs and vision.
Develop talent pipelines, sourcing strategies, and structured selection processes.
Oversee recruitment for the expansion project (up to 10 employees) with clear timelines and hiring plans.
HR Operations & Compliance
Oversee HR operations including onboarding, documentation, contracts, attendance, and leave management.
Ensure compliance with internal policies and Iraqi labor laws.
Standardize HR processes and implement system-based workflows.
Performance & Employee Development
Design and implement performance management frameworks, KPIs, and annual evaluation cycles.
Train managers on performance coaching and effective people management.
Support employee development plans and improvement actions.
Compensation & Benefits
Develop and maintain fair, structured salary scales and job grading systems.
Participate in payroll review to ensure accuracy, equity, and compliance.
Provide recommendations based on market benchmarks and internal alignment.
Employee Relations & Workplace Management
Maintain a positive workplace environment and handle employee relations professionally.
Provide guidance and support to employees and managers on HR matters.
Identify and mitigate HR risks affecting workforce stability.
5–8 years of progressive experience in HR management or senior HR generalist roles.
Proven experience in organizational structuring, policy development, and HR strategy execution.
Strong background in end-to-end recruitment and talent acquisition.
Deep understanding of HR operations and Iraqi labor law.
Strong leadership, communication, and decision-making skills.
Ability to build systems from scratch and manage change effectively.
Proficient in MS Office (Word, Excel, PowerPoint).
Good command of English.
